The Science of Science Policy

I recently discovered the Science of Science Policy website, affiliated to the United States (U.S.) Office of Science and Technology Policy. The U.S. Congress established the Office of Science and Technology Policy in 1976 with a "broad mandate to advise the President... on the effects of science and technology on domestic and international affairs". The goal of the Science of Science Policy community is to "provide a scientifically rigorous and quantitative basis for science policy. The website provides a central location with news, information and research to help inform the Federal Government's science management decisions".

Closely related, the Science of Science and Innovation Policy (SciSIP) program was established at the U.S. National Science Foundation in 2005 in response to a call from John Marburger III for a "specialist scholarly community" to study the science of science policy. The program has three major goals: "advancing evidence-based science and innovation policy decision making; building a scientific community to study science and innovation policy; and leveraging the experience of other countries. A recent Science article highlights some of the issues addressed by SciSIP researchers."

Seventy-five SciSIP awards have been made to date. The awardees include economists, sociologists, political scientists, and psychologists as well as domain scientists. Some recent SciSIP awards (full abstracts available) which might be of interest to readers include Applied Visual Analytics for Economic Decision-Making and Universities, Innovation and Economic Growth. A report in the New York Times, from a couple of years ago, highlights a dataset that SciSIP funded jointly with the Kauffman Foundation, noting that it "tracks government-sponsored research for science and engineering and links it with government start-ups, patents, and other data. One goal of the research is to identify the characteristics of star innovators, scientists who are most effective in ushering research advances into the marketplace."

Taking place in the NDRC on the 11th of November, the debate will draw on the findings of the Innovation Taskforce report.

Launched in March 2010, the report sets out recommendations for developing Ireland into an International Innovation Hub. Members of the Taskforce, including some of Ireland’s leading economic commentators, industry and government members, academics, creatives and entrepreneurs will be in attendance to discuss the nature of innovation within Ireland.

Simplexity


The world as a whole is complex, but it is also a unity. It is “simplex”, founded on simple principles. Poets, painters, scientists and mathematicians are all searching for simplexity in their own way. Aesthetic pleasure is very largely the delight we feel in seeing order, meaning and relationship – the beauty that Coleridge called unity in variety. But it has to be an order unforced, seemingly spontaneous, rather than brutally imposed upon the material. The world as a whole is beautiful in just this sense.

Modern science describes the world as to a large extent “self-organizing”, because sophisticated and unpredictable patterns are now thought to emerge spontaneously from the indefinite repetition of simple algorithms. Furthermore they do so without violating the law of entropy. Evolution is then held to account for the refinement of those patterns through the process of selection. None of this - if true - is incompatible with theism (although it makes Intelligent Design look a bit foolish). The Christian God is the principle of existence itself, the creator without whom there would be nothing either simple or complex to admire. (For the compatibility of theistic faith with an up-to-date cosmology see Stephen Barr’s Modern Physics and Ancient Faith, reviewed here.)  If with complexity emerges unpredictability, this merely highlights the possibility of a higher-level order we call providence, governing coincidence and chance. God is the principle of order, and thus the ever-present source of unity as well as diversity.

Regenerate science


Sitting in a meeting recently with a group of people each of whom was staring down into one or other electronic gadget, the following quotation came to mind:

“In our contemporary world it may be said that the more a man becomes dependent on the gadgets whose smooth functioning assures him of a tolerable life at the material level, the more estranged he becomes from an awareness of his inner reality. I should be tempted to say that the centre of gravity of such a man and his balancing point tend to become external to himself: that he projects himself more and more into objects, into the various pieces of apparatus on which he depends for his existence. It would be no exaggeration to say that the more progress ‘humanity’ as an abstraction makes towards the mastery of nature, the more actual individual men tend to become slaves of this very conquest.” – Gabriel Marcel, Men against Humanity (London: Harvill Press, 1952)

Technology is far from neutral, as it is frequently assumed to be in both popular and scholarly writings on this subject. “The medium is the message” (McLuhan), and a technology is not simply a technique that may be employed for good or ill. It bears within itself a value system and a worldview - perhaps even a metaphysics and a theology. Telephone, television and the internet, for example, change our sense of space and time, and have a variety of effects on the relationships within the family and the wider social community. Some of these effects will be humanly beneficial, others less so, but an assessment of the technology is not possible without paying attention to the overall pattern of these effects, and to the purpose or function of the technology in relation to the purpose of human life itself. In what respect is a given tool actually serving the true end of man?

As a matter of fact, I think the portable computers we all use now are a great boon, and I could hardly do without mine. But this does not stop me noticing that this very dependence is a kind of warning sign. We are addicted to technological change in a much more serious way than simply psychologically. This makes “technology assessment” impractical, to say the least. We are running too fast to stop and assess anything – if we are not to stumble over our own feet and be left behind in the race, we have to assume we are running in the right direction.

In his classic work, The Abolition of Man, C.S. Lewis compares the Baconian scientist with Goethe’s Faustus. “For the wise men of old the cardinal problem had been how to conform the soul to reality, and the solution had been knowledge, self-discipline, and virtue. For magic and applied science alike the problem is how to subdue reality to the wishes of men: the solution is a technique; and both, in the practice of this technique, are ready to do things hitherto regarded as disgusting and impious - such as digging up and mutilating the dead.”

But Lewis is no Luddite. He thinks another kind of science and technology is possible. He goes on, “The regenerate science I have in mind would not do even to minerals and vegetables what modern science threatens to do to man himself.” Goethe and the Romantics were on to something. My book is trying to point in that direction, to encourage us to reflect on the elimination of formal and final causes from science, and the disconnectedness of our lives, and to begin to imagine another way of doing business, another way of making scientific progress – a “regenerate” science, perhaps.

Texas State Board Evolves

Evolution sometimes happens right before our eyes. There's been a coup d'etat of sorts in Texas.

The San Antonio Express-News reports ("Senate ousts creationist as head of state ed board") that the Texas State Senate, in an all-too-rare rebuff of Governor Rick Perry, has removed the State Board of Education chairman who has led the charge against evolution in the Lone Star State.
In a rare rejection of an appointment from the governor, the Senate on Thursday ousted Don McLeroy as chairman of the State Board of Education as his supporters claimed the Bryan dentist was the victim of his strong religious beliefs.

McLeroy is a devout Christian who believes in creationism and the notion that the Earth is about 6,000 years old. He has steadfastly argued that Texas students should be taught the weaknesses of evolution.

Evolution Lives

On a tie vote, it appears that the creationists on the Texas State Board of Education failed in their attempt to prevent the teaching of evolution in science classes. However, they managed to make some mischief, requiring science teachers to evaluate critically a variety of scientific principles like the Big Bang, for example.

The New York Times ("Defeat And Some Success For Texas Evolution Foes") and the Dallas Morning News ("Split vote upholds Texas education board ruling to ax evolution 'strengths and weaknesses' rule") have the full story.

Board members deadlocked 7-7 on a motion to restore a longtime curriculum rule that "strengths and weaknesses" of all scientific theories – notably Charles Darwin's theory of evolution – be covered in science classes and textbooks for those subjects.

The tie vote upheld a preliminary decision by the board in January to delete the strengths-and-weaknesses rule in the new curriculum standards for science classes that will be in force for the next decade. That decision, if finalized in a last vote today, changes 20 years of Texas education policy.

Because the standards spell out what must be covered in textbooks, science educators and publishers have been monitoring the Texas debate closely. As one of the largest textbook purchasers in the nation, Texas influences what is sold in other states.

Now if they could only agree on how old the earth really is.

Will Darwin Take It On The Chin in Texas?

The Washington Post editorial page ('Strengths and Weaknesses') weighs in on the creationism debate in the Lone Star State.
Starting today, the state's board of education will consider whether the phrase "strengths and weaknesses" should remain deleted from the state's science standards. Debating strengths and weaknesses of various scientific theories might sound reasonable until you learn that those are supportive buzzwords for people who doubt evolution and want creationism taught in the classroom.

The force behind restoring the "strengths and weaknesses" language, which was stripped from the science standards in January after two decades, is Don McLeroy. He's the chairman of the State Board of Education. He is also a "young earth creationist" who believes the Earth was created by God no more than 10,000 years ago. Never mind plenty of scientific evidence that the planet has been around for a few billion years. The scary thing is that what's happening in Texas is by no means isolated.

So, in a state of 24 million people, this Mr. McLeroy is the best candidate that Republican Governor Rick Perry could find for the job of chair of the State Board of Education? Scary. Purposefully scary, I'll bet.

A Win for Science

The Texas State Board of Education yesterday voted down an attempt to weaken the teaching of evolution in public school science classrooms. Read the full account in the Dallas Morning News.

In a major defeat for social conservatives, a sharply divided State Board of Education voted Thursday to abandon a longtime state requirement that high school science teachers cover what some critics consider to be "weaknesses" in the theory of evolution.

Under the science curriculum standards recommended by a panel of science educators and tentatively adopted by the board, biology teachers and biology textbooks would no longer have to cover the "strengths and weaknesses" of Charles Darwin's theory that man evolved from lower forms of life.

Separate Is Never Equal. How social segregation leads to economic inequality

The power of segregation may be even greater than commonly thought. The study shows that even when there is no history of discrimination between two groups, social segregation alone can cause dramatic economic inequities to develop. . . . The team found that even when the two groups start out equal, some slight discrepancy is bound to develop randomly over time. As soon as that happens, the same dynamics come into play and magnify the inequality, making one group wealthier and more highly skilled and the other group poorer and less skilled. This result should serve as a warning for societies with strong social divisions, Sethi says. Even when social groups are economically equal, continued segregation may result in inequality over time.

Why people cheat when they don't have to

Why . . . do people cheat in situations where there is little to gain - one good grade, a slight edge in a game - and so much to lose? This irrationality may be the rule, rather than the exception, when it comes to cheating, according to a group of scholars who have turned their attention to the mysteries of the cheating mind.

An interactive role play game which helps children to cope with bullying at schools has been developed. Currently over 1,000 children all over Europe are part of pilot studies which aim to explore the impact that the software may have in the possible reduction of bullying among pupils.

Adolescents who do well in school are less likely to smoke, drink or do drugs. But which comes first: drug use or school failure?
